EU funded Framework Contract – COSTING STUDY HEALTH INSURANCE – JORDAN – SIEA-FWC-2018-10862
The overall objective of the project, of which this contract will be a part, is to develop a social health insurance costing study, which contributes to the government’s efforts to:
Modernise the social protection governance structures particularly in budgeting the cost of health insurance coverage for NAF beneficiaries and other Jordanian vulnerable groups;
Enhance its health policies and services as stated under the National Health Insurance system (Article 3C) – Public Health Law (47) and amendments6 and under the three Pillars of the National Social Protection Strategy (NSPS)7;
Expand universal access to primary health care, through an estimation of the costs attributed to the health insurance scheme in rural and urban areas.
Indicative start date June 2022 for a 6 month overall period.
Team Leader / Health Economist: Minimum 30 working days
General description of the position: In addition to providing substantial inputs to the
objectives of the study in the field of health financing, the team leader is responsible
for the overall coordination of the assignment, timely delivery of the outputs, keeping
coherence and consistency of the deliverables.
• Expert category: Cat. I (>12 years of experience)
Advanced degree in economics, health economics, public health, international development, evaluation
research, statistics, or a related discipline required
At least 12 years’ experience working in the area of
health economy, planning and policy, economic evaluation, health system strengthening,
primary health care
Familiarity with economic evaluation and costing study in health in the context of developing countries is essential; – Qualitative and quantitative skills on cost-effectiveness and equity analysis, expenditure tracking,
costing, planning and budgeting. Experience in collaborating with government and
development partners; – Familiarity with the Jordanian health systems and functions
would be an asset.
Excellent knowledge of spoken and written English is required; working knowledge of Arabic is desirable.
• Researcher / Statistician: minimum 60 days
• Carry out data collection and analysis, impact assessment and performance evaluation.
• Expert category: Cat. II (>6 years of experience)
• Qualifications and skills required: – Advanced degree in statistics, or public policy, or
economics, or finance, or a related discipline required;
• General professional experience: – Minimum of 7 years of experience in doing impact
assessments and/or evaluations of government policies or development projects; –
Significant previous experience carrying out research activities in low-income or crisis
• Specific professional experience: – Experience developing performance monitoring plans
and associated data collection systems and methodologies a plus; – Experience working
in the MENA region and/or Jordan on health programming is an asset; – Fluent use of
statistical software systems such as R, SPSS or STATA; – Strong negotiation skills and
the ability to develop relations with local counterparts, donors, and other stakeholders; –
Strong communication skills, both oral and written.
• Language skills: – Fluency in English and Arabic is required.
