Supporting Mechanism for the CIUDAD (Cooperation in Urban Development and Dialogue) Programme

The Technical Assistance provided by Jcp for this project felt under the ‘umbrella’ of the CIUDAD PROGRAMME (Cooperation in Urban Development and Dialogue) aiming at promoting mutual understanding, dialogue and co-operation between local actors in the EU and in the ENPI region through the provision of capacity building for the modernisation and strengthening of local and regional government.
In particular, the support included:
Support/advice (pure capacity building initiatives delivery) – delivered also through creation of online help desks and specific training/workshops in order to improve programme/project performance (project management);
Coordination to foster contacts between project beneficiaries, the EC (HQ and Delegations) and the different stakeholders involved, to harmonise management systems;
Monitoring and reporting to help anticipate problems, avoid mistakes, speed up implementation;
Dissemination and visibility to help in the development of the awareness and dissemination campaign. This activity includes support to grant beneficiaries in the development of their communication strategies as well as the promotion of the overall CIUDAD programme visibility (development of the website, newsletters, fact sheets per project, etc).
Overall project management including coordination of experts mobilization, work-shops organization, etc.
Organisation of capacity building sessions on Project Cycle Management, financial management and procurement, visibility and communication issues;
Facilitation of exchanges and networking through the: Creation of a forum for dialogue and discussions through an interactive website; Research for solutions to common challenges, thanks to the project clustering and needs analysis; Exchange of lessons learned during the different organised project events gathering all grant beneficiaries.
Capacity to link the CIUDAD programme with wider networking activities in the main targeted sectors, like good governance and reduction of social disparities (involving projects aiming at promoting the participation of women and youth in local development, and in social, political and economic progress; at reducing social disparities through sport, improving good governance and promoting sustainable urban planning), cultural heritage, energy efficiency, solid waste management and water;
