Promoting Local Economic Development in Jordan (PLEDJ) – Capacity Building in the area of Finance and Procurement

The overall objective of PLEDJ was to assist the Director of the Local Development Directorate at the Ministry of Interior (MoI LDD) Imprest Administrator and Project Director, and the Finance Officer, Imprest Account administrator, to effectively manage the resources available for the implementation of the project “Promoting Local Economic Development in Jordan – PLEDJ”, in particular improving the capacities of the MoI LDD in the use of the EC procedures for decentralised management programmes.
The services provided included:
– Review of the existing project financial management and book keeping system
– Strengthen the MoI LDD staff capacities on EU finance and procurement procedures
– Assist in the timely submission of Programme Estimates, implementation reports, replenishment and closure requests compliant with the Practical Guide for Programme Estimates etc.
– Support in the timely submission of tender dossiers compliant with the Practical Guide to Contract Procedures for EU External Actions
– Assist in the preparation, implementation and follow-up of expenditure verification missions and audits;
– Assist in the award and performance of all required contracts, i.e. tender preparation, evaluation, contract preparation, contract implementation.
