It promotes the mobility of young people and the understanding between peoples through three types of actions: Youth Exchanges, Voluntary Services and Support Measures. Euro-Med Youth III Programme, launched in October 2005, focuses on mobility, non-formal education and intercultural learning. The geographical scope of Euro-Med Youth III comprises 36 countries (i.e. the 27 EU Member States and the 9 Mediterranean partner countries, signatories of the Barcelona Declaration). The overall objective as stated in the Financing Agreement is to support poverty reduction and economic growth in Yemen though the increase of productivity and the improvement of quality and competitiveness of the Yemeni fish products without affecting the stock reserve. The purpose of this contract is: To assist the Yemen CA strengthen its Fish Quality Control system and capacity by providing technical assistance and training for the concerned personnel, particularly the inspectors and laboratory personnel. To assist fish industry Quality Assurance (QA) managers improve their internal QA systems by providing technical assistance and training on the organisation and implementation of Hazard Analysis and Critical Control Points (HACCP) system and improvement of hygiene measures used by fishermen on the sites.

Third Capacity Building Scheme in the Area of Development Cooperation (CBS III) DESCRIPTION As a result of their accession to the EU in May 2004 and January 2007, and the adoption of the acquis communautaire, Bulgaria, Cyprus, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Romania, the Slovak Republic, and Slovenia requested to strengthen their capacity in the area of development policy formulation, aid implementation and coordination among MS and between MS and the EC. In order to better meet their Monterrey targets and deliver agreed engagements towards greater effectiveness of EU aid, the MS-12 are increasing their financial and human resources, and are expanding the scope of their activities. Capacity Building Scheme – CBS III – is being launched, complying with the recommendations of the recent OECD/DAC Review of the Development Co-operation and Programmes of the European Community. A major feature of CBS III is that it seeks to incorporate a train-the-trainer component, with the aim of assuring replicability and sustainability of the effects and benefits created by the activities delivered. Where CBS I and II sought to meet ad hoc, emerging needs in the MS-12, CBS III is aiming at capitalising on the capacities that have been reinforced and building from there onwards. The beneficiaries of this assignment are the MS-12. Along with government and governmental agencies' officials working in development aid, the scheme also seeks to target central and local authorities, schools, NGOs, private sector, media, and the general public. OBJECTIVES The objective of CBS III is to help the MS-12 to: • capitalise on their recent achievements in development cooperation undertaken under Capacity Building Schemes I and II and; • take coherent steps ahead with a particular attention paid to the fulfilment of obligations undertaken at the EU level, with a focus on coordinating development efforts and processes.

Technical Assistance for the Planning and Execution of the EU-Egypt Innovation Fund – Egypt Research, Development and Innovation Programme PROJECT DESCRIPTION The overall objective of the RDI programme is to contribute to developing an innovation culture for the benefit of the Egyptian industry and to supporting the progressive move of the economy from low to medium technology. This will include the strengthening of links between research institutions and industry, the supporting of progressive integration of Egypt into the European Research Area and the boosting of Egypt’s invention and innovation efforts. A key component of the Programme is to establish an Innovation Fund aiming to support research outputs, exploitation and innovation with closer links to national or European industries, through grants awarded on a competitive basis for applied research, with an emphasis on innovation. TA OBJECTIVES Assist the Programme Implementation Office in implementing the Research, Development and Innovation Programme, especially to provide assistance in the strategy to be adopted, the planning and execution of the Innovation Fund, including the setup of the structure of the Fund, advice on the development of the capacity building to the grants beneficiaries, initiation of the Fund activities, assistance to the drafting of guidelines and Info-days organisation, assessment of the submitted proposals, and monitoring of the awarded grants.

The SRTD Project works towards increasing the contribution of Jordan’s Research & Technological Development and Innovation sectors to Jordan’s economic growth and employment, by developing Jordan’s scientific and technological capacity, accelerating the integration of Jordan into the European Research Area, reinforcing the mechanisms strengthening the interaction between scientific actors, industries and SMEs, as well as supporting the development of innovative ideas through the model of business incubation and the use of grants. Mission to support the Hashemite Kingdom of Jordan set up the “Support to Research & Technological Development and Innovation Initiatives and Strategies in Jordan” project. The SRTD Project works towards increasing the contribution of Jordan’s Research & Technological Development and Innovation sectors to Jordan’s economic growth and employment, by developing Jordan’s scientific and technological capacity, accelerating the integration of Jordan into the European Research Area, reinforcing the mechanisms strengthening the interaction between scientific actors, industries and SMEs, as well as supporting the development of innovative ideas through the model of business incubation and the use of grants. TA OBJECTIVES Establishment of the Project Management Unit, Drafting of overall programme estimate and first period programme estimate, Drafting of the services contract for the long-term Technical Assistance to the PMU, Drafting of the supplies contract for the PMU and SESAME, Drafting of documentation for one Call for Proposals for the setting up of two business incubators, for a Seed Capital Grant Scheme and for a Research Grant Scheme and for a Visibility Grant Scheme, Capacity building to PMU staff on how to manage grant schemes and on evaluation procedures and contractual matters for supplies contracts and grant schemes, Handing over to the long-term Technical Assistance contract after evaluation of the Inception Period report.

FP7 is the European Community Framework Programme for Research and Technological Development covering almost all scientific disciplines. FP7 has 2 main objectives: - To strengthen the scientific and technological base of Europe Industry - To encourage its international competitiveness while promoting research that supports EU Policies In order to ensure these objectives, FP7 will run for a period of seven years, (2007–2013) with a total budget of 50 billion € to fund hundreds of projects originating from international actors in research and innovation. The projects to be funded will be determined on the basis of highly competitive calls for proposals and peer review process. In this particular context of fierce competition of scientific excellence, good science is not enough to be part of FP7. This 2 days seminar going beyond the mere presentation of FP7 is particularly focused on the requirements for writing a competitive proposal based on the past experience of the experts and lecturers. OBJECTIVES • To provide the participants with a clear overview of the FP7, to put them in a position of participating to the writing of competitive FP7 proposals. • To disseminate the knowledge they have learned to their colleagues in order to multiply the effects of the training session
